עמנואל מוזס עובר את ילדותו בפריז.  הוריו מהגרים לישראל בהיותו בן 9. למד היסטוריה באוניברסיטה העברית בירושלים

בשנת 1986, חוזר לצרפת. פרסומיו הראשונים הינם ספרי שירה, ובעקבותיהם החל לפרסם רומנים.

עמנואל מוזס הינו גם מתרגם, בין השאר, מצרפתית לעברית מודרנית. אביו היה הפילוסוף הצרפתי-ישראלי, 

סטפן מוזס,פרופ' לספרות גרמנית והשוואית ומנהל מרכז פרנץ רוזנצוויג, באוניברסיטה העברית בירושלים. . אימו, היא הציירת ליליאן קלאפיש. מוזס הוא נינו של הסופר הגרמני היינריך קורציג (1865-1946
